The Civil Society Government initiated by the Civil Rights’ Movement of Oleg Riabokon has supported the constitutional reform suggested by the Ukrainian Legal Company. The main purpose of the constitutional reform is the establishment of the grass-root democracy in Ukraine and introduction of the civic control over all government departments.

On July 5, 2010 parties have concluded the Memorandum of cooperation and approved the plan of joint activities.
Oleg Riabokon, ex-candidate for the post of the President of Ukraine believes that the primary tasks of such work should be the launch of the public debate over the suggested draft Constitution, reformation of the election, taxation, judicial systems in order to prevent the unlawful seizure of power via the limitation of democratic rights and freedoms of citizens and subordination of any of the branches of government to any specific political force.
The draft Constitution of Ukraine was first publicly presented by Mr. Oleg Bereziuk, Chairman of the Ukrainian Legal company on June 24, 2010. The renovated Constitution will become the ground of transformation of Ukraine from the oligarchy state to the grass-roots democracy state. “Ukraine needs an efficient and regular citizens’ control over authorities, – noted Оleg Bereziuk. – We are deeply convinced that the authorities will only start working for the benefit of the citizens when these authorities become accountable to the citizens. We suggest removing restrictions to publicly initiated referendums provide greater powers to the local self-government bodies, transfer responsibility for the activities of the executive authorities to the President of Ukraine under control of the Parliament and the general public”.
Oleg Riabokon has also noted that rapid changes aimed at satisfaction of needs of each citizen are required in state, economic, social and spiritual life of Ukraine. “Only stable and effective cooperation between the main tiers of the healthy society – i.e. representatives of authorities, business communities, science circles, NGOs and public leaders – could lead the country out of the crises and change authorities’ attitude towards citizens”, – declared Oleg Riabokon. He also emphasized that “self-governing organizations should take personal responsibility for the fortune and development of the country; they should stand up for their political proposals since oligarchs’ power is not able to defeat crises having accounted for the interests of the grass-roots level”.
Civil Society Government’s experts will launch specific legislative and political initiatives to impact the realization of the state policy in a way to defend democracy and enhance welfare of each and every citizen of Ukraine.
