Oleg Riabokon agreed to participate in refinement of the Constitution of Ukraine

On June 24, 2010 Oleg Riabokon, Chairman of the Board of the All-Ukrainia NGO “Civil Rights’ Movement of Oleg Riabokon” participated in the round table “Refinement of the country via the refinement of the Constitution”. The round table was held in the UKRINFORM agency and initiated by Valentyn Nalivaychenko, coordinator of the “Refinement of the country” civil initiative. Draft of the refined Constitution presented at the round table was developed by Oleg Bereziuk, Charmain of the Ukrainain legal company.
During the presentation of the draft Constituion Mr. Nalivaychenko noted that the refined Constitution “has to ensure the equality before the law, rule of law, inevitability of criminal responsibilty” for those who violate the main law.
Oleg Bereziuk, Charmain of the Ukrainain legal company said that draft refined Constitution suggests to secure “the real principle of sovereignty of the people”. Draft refined Constitution also suggests to restore the majority parliamentary election system as well as significantly reinforce the judicial authority having liquidated the Higher Justice Council and the Constitutional Court.
Leonid Kravchuk, the first President of the independent Ukraine called the presented draft Constitution “bold, interesting” and containing varios novels proclaiming sovereignty of the people and control over the executive authority.
Oleg Riabokon has noted that today neither people nor authorities are happy with the existing Constitution since in practice we have no free education, no free public health service, etc. “Thus the initiative on refinement of the Constitution is very bold step and the most important that it will assist in establishment of the effective sovereignty of the people and help us build the powerful state”, said Oleg Riabokon. He also mentioned that “the authorities cannot control themself and quite often all that the public servants may want is to stay on public service as long as they can. That is why it is vital to constitutionally reinforce public control over the authorities and provide wider powers to the community councils. Citizens must receive an effecient tool allowing them to announce the non-confidence vote should any deputy of any council fail to fulfil their obligations. Another important novel in the judiciary field should be introduction of the jury trial which would allow to attract society to active participation in delivering judgements, control the relevancy of court decisions, enhance legal awareness.”
Oleg Riabokon has also confirmed that Civil Rights’ Movement of Oleg Riabokon supports this initiative and is ready to take active part in refinement of the acting Constitution of Ukraine.
